Kingsmead Square: Experimental Traffic Regulation Order (ETRO) consultation

What this scheme means for you

Use this page to find out how our proposals may affect you and other regular road users.

Drivers

You won’t be able to drive into Kingsmead Square between 11am and midnight. There will be no restrictions outside of these hours, so if you need to make important deliveries, you’ll need to arrange to do this before 11am.

You may find it easier to access the square using another mode of transport:

  • There are no restrictions to walking or cycling
  • Bus stops next to the square, at Westgate Buildings and James Street West, serve a wide variety of local and West of England routes.

Residents

You won’t be able to drive into Kingsmead Square between 11am and midnight. There will be no restrictions outside of these hours, so if you need to make important deliveries, you’ll need to arrange to do this before 11am.

There are no restrictions on walking or cycling. You will be able to use Residents permit holder and pay and display bays between 8am and 11am. You will also be able to use general parking between midnight and 8am.

In some cases, with advance notice, it is possible for you to request an access permit to Kingsmead Square during the operational hours of the access restriction for limited reasons such as removals vehicles, or vehicles associated with building renovation works . Permits are free of charge, but we will only issue them when we are satisfied that access during restricted hours is necessary. Permits cannot be issued for routine deliveries.

Businesses

We understand that the access restriction has an impact on deliveries and the ability of customers to collect large items, In addition to the one loading bay on Monmouth Street, there are two loading bays on Westgate Buildings. These are shown on the proposal plan on the Scheme Overview page and the ETRO documents. 

The documents available on the following pages show the location of nearby loading bays available for use. 

Blue Badge holders

It is not possible to provide an exemption to the restrictions for Blue Badge holders. This trial is not part of the wider city centre security scheme and there will not be automatic barriers to control access. In addition to this, there will be more tables and chairs placed on the highway meaning it will not be safe to enable access for vehicles through the square during the restricted access, other than in emergencies.

There are 4 Blue Badge parking spaces in Kingsmead Square car park, which will remain open and is accessed via New Street.   

A recent accessibility study made some recommendations for improvements, some of which are being carried out as part of this project and some by nearby transport projects, including additional Blue Badge parking bays on Westgate Building and improved seating. 

Pedestrians and cyclists

There are no restrictions on walking or cycling. Cycle parking capacity has been increased as part of the first phase of improvements and the access gate has been specially designed to accommodate movement of cyclists through the gateway.  

Seating for visitors to Kingsmead Square is due to be improved to support pedestrians moving through the space. 

Emergency vehicles

Vehicles used to provide emergency services (ambulances, doctors on call, police and fire services responding to an emergency call, and other vehicles such as private ambulances and RSPCA officers on an urgent call) will all have access at all times to all locations within the restricted zone. 

Taxis

Taxis will not be exempt from the access restriction, however access for taxis and minibuses to Kingsmead Square car park and Westgate Buildings will still be possible, where there are opportunities to stop.
