We need to introduce a Traffic Regulation Order (TRO) in order to implement or enforce access restrictions of any kind. The purpose of this scheme is to implement an Experimental Traffic Regulation Order (ETRO) to continue the access restrictions currently in place in Kingsmead Square.
Implementing ETROs
The TROs are legal documents that give our Enforcement Officers the necessary powers to restrict access, and control parking, within the required streets. There is a legal process we must follow to put these Orders into action. We do this in the following ways:
Your local Ward Members, relevant Bath & North East Somerset Cabinet Members for Transport and the Police comment on the TROs. In this particular ETRO, we have already completed this stage.
When implementing a TRO, in this case an ETRO, there is a set legal process to follow. This includes a 6 month public consultation, where you have 6 months to comment on the proposed plan before a decision is made to make it permanent. You can state whether you support or object to the TRO, and give reasons for any objections.
We will advertise the TROs in local newspapers and on-street notices. We will also be writing to properties in the restricted area.
We will publish all comments we receive during these consultations in a publicly available report.
Our Director of Place Management then makes the final informed decision about implementing the scheme, based on the consultation report.
