This proposed Residents' Parking Zone (RPZ) has been revised to reflect the needs and wishes of local residents, as expressed in the feedback we received during our last consultation in May and June 2022.

Where the RPZ will apply

We are proposing to introduce a Residents' Parking Zone (RPZ), with a new range of parking permits for the Walcot, Snow Hill and Claremont Road area. Our map shows the boundary of the proposed zone.

How the RPZ will operate

Within the RPZ, we mark all parts of the road in one of the following ways: 

  • Permit Holder Only parking bays (unlimited duration parking)
  • Dual Use parking bays (up to 2 or 3 hours parking for non-permit holders, or unlimited parking for permit holders)
  • Waiting parking bays (up to 1 hour for any user)
  • Parking restrictions (yellow lines) on parts of the road where there are no parking bays

We are proposing that the zone will operate from 8am to 6pm, 7 days a week, excluding Bank Holidays. Yellow line parking restrictions will operate at all times.

We have listened to your feedback

We have made a number of amendments to the proposals as a result of the feedback we received during the first stage of consultation. The changes are summarised below. We ask that residents and visitors to the area review the amendments to the scheme and use the online survey to tell us whether you support the proposal. Please do this even if you responded to the initial consultation in May.

While overall support was low, with 39% either supporting or partially supporting the original proposal, local ward councillors believe that the scheme does provide benefits.

The revised proposal for the Walcot, Snow Hill and Claremont Road area RPZ includes the following changes:

  • Dual use parking provision is proposed around the health centre off Tyning Lane to cater for visitors to the centre.
  • The road markings for the existing advisory disabled parking bay (identified as redundant) have been removed, and a proposed 'Permit Holders Only' bay next to it has been extended.
  • The road markings associated with the existing advisory disabled parking bay on Belgrave Road (identified as redundant) has been removed, and the proposed 'Permit Holders Only' bay extended to cover it.
  • Arundel Road will be signed as a permit-parking area, with a sign installed east of the party wall of properties numbered 2 and 3 Arundel Road. Existing parking restrictions will remain, with no further extensions or additional yellow lines.
  • Highbury Place will be signed as a permit-parking area, with a sign installed east of its junction with Bennett Lane.
  • Middle Lane will be signed as a permit-parking area, with a sign installed west of its junction with Upper East Hayes.
  • The road markings for the existing advisory disabled parking bay on Eastbourne Avenue (identified as redundant) would be removed. The ‘Permit Holders Only’ bay next to it would be extended to cover it.
  • A 12 metre limited waiting bay with '30 minute, no return within 1 hour' parking is now proposed for the east side of Cleveland Place. The remainder of the eastern and western bay would be retained for dual use residents parking along with '1 hour, with no return within 1 hour' parking for visitors. The cycle/motorcycle parking space will remain.

The zone has not been made smaller, despite suggestions to do so, because this area has high levels of commuter parking. It’s felt that making the area smaller would only displace commuter parking to the areas excluded from the zone.
