Milsom Street: Experimental Traffic Regulation Order (ETRO) consultation

Drivers

Vehicle access on Milsom Street will be restricted between 10am and 6pm daily. All vehicles will be permitted outside of these hours.

Buses, pedestrians and cyclists will not be restricted.

Vehicle access on Milsom Street will be restricted between 10am and 6pm daily. All vehicles will be permitted outside of these hours.

Buses, pedestrians and cyclists will not be restricted.

Residents permit holder parking bays will only be available for use between 6pm and 10am the following day.

In some cases, it is possible to request an access permit to Milsom Street during the operational hours of the bus gate. Permits are free of charge, but we will only issue them when we are satisfied that access during restricted hours is necessary. An online form is in the process of being developed; in the meantime please call Council Connect on 01225 394041 for assistance.

Businesses

Vehicle access on Milsom Street will be restricted between 10am and 6pm daily. All vehicles will be permitted outside of these hours.

Buses, pedestrians and cyclists will not be restricted.

The 10am to 6pm times of the restriction makes it consistent with the existing bus gate near Waitrose. It also covers the times of the day when there is the heaviest level of activity in the road.

We understand that the access restriction has an impact on deliveries and the ability of customers to collect large items, which is why we have provided additional designated loading bays in George Street.

Blue Badge holders

It is not possible to provide a full-time exemption to the restrictions for Blue Badge holders, because the bus gate is enforced through the use of Automatic Number Plate Recognition Cameras. These don't work for Blue Badges, as they're not linked to a specific vehicle. However, our CCTV team will be making every effort to accommodate your needs flexibly.

Since the existing disabled parking bays in Milsom Street will not be available between 10am and 6pm, we will provide 5 new disabled bays in New Bond Street and 2 new disabled bays on Quiet Street, as part of this trial.

Vehicles displaying a Blue Badge are permitted to access New Bond Street via Old King Street and John Street, and we have improved the traffic signage at the entrance to John Street to make this clearer.

Dial-a-Ride Community Transport will be allowed access to Milsom Street to drop off and pick up passengers during the operational hours of the bus gate - Dial a Ride is a door-to-door fully accessible minibus service, and any resident of the areas covered by Bath Dial a Ride who cannot use public transport is eligible to register for it.

This will give some local disabled people the option to be dropped off and picked up on Milsom Street itself during the Dial-a-Ride operating hours (9.30am to 2.30pm, Monday to Friday).  

An Accessibility Study was also carried out by an independent consultant from the National Register of Access Consultants to consider the impacts on people living with various disabilities, including those with additional mobility needs.

The study made some recommendations for improvements, some of which are being carried out as part of this project, including additional Blue Badge parking bays and seating.

Pedestrians and cyclists

Access for pedestrians and cyclists will not be restricted. Cycle parking capacity and seating for visitors to Milsom Street is due to be increased to support pedestrians and cyclists moving through the space.

Emergency vehicles

Vehicles used to provide emergency services (ambulances, doctors on call, police and fire services responding to an emergency call, and other vehicles such as private ambulances and RSPCA officers on an urgent call) will all have access at all times to all locations within the restricted zone.

Taxis

Taxis will not be exempt from the bus gate at the top of Milsom Street, but access for taxis and minibuses to New Bond Street will still be possible via John Street and Quiet Street, where there are opportunities to stop.

There are also locations to pick up and drop off passengers in George Street, near the top of Milsom Street.
