Scheme overview

This proposed Residents' Parking Zone (RPZ) has been revised to reflect the needs and wishes of local residents, as expressed in the feedback we received during our last consultation, in May and June 2022.

Where the RPZ will apply

We are proposing to introduce a Residents' Parking Zone, with a new range of parking permits for the Chelsea Road and Foxcombe Road area. Our map shows the boundary of the proposed zone.

How the RPZ will operate

Within the RPZ, we mark all parts of the road in one of the following ways: 

  • Permit Holder Only parking bays (unlimited duration parking)
  • Dual Use parking bays (up to 2 or 3 hours parking for non-permit holders, or unlimited parking for permit holders)
  • Waiting parking bays (up to 1 hour for any user)
  • Parking restrictions (yellow lines) on parts of the road where there are no parking bays

We are proposing that the zone will operate from 8am to 6pm, 7 days a week, excluding Bank Holidays. Yellow line parking restrictions will operate at all times.

We have listened to your feedback

We have made a number of amendments to the proposals as a result of the feedback we received during the first stage of consultation. The changes are summarised below. We ask that residents and visitors to the area review the amendments to the scheme and use the online survey to tell us whether you support the proposal. Please do this even if you responded to the initial consultation in May.

Whilst 69% of people objected to the original proposal, the data shows that 77% of these objections were received from people living outside of the zone. Considering only people living within the proposed zone area, the percentage supporting the proposal was 53%.

Local ward councillors believe that support does exist for a scheme which covers the original area, and that residents should have a further opportunity to consider the benefits of a revised scheme, which incorporates feedback from the initial consultation.

The revised proposal for the Chelsea Road and Foxcombe Road RPZ area includes the following changes:

  • Disabled-badge holders only restrictions have been introduced along the length of the existing limited-waiting bay on Chelsea Road (outside properties 4-8e). The agreed preference was to convert a 6-metre length at the northernmost section of the bay outside property 8e Chelsea Road.
  • The proposed new bay next to property 20 Newbridge Road, which was proposed as a Disabled Bay in the initial consultation, will become ‘1 hour limited waiting’.
  • A new Disabled Bay outside property 1 Chelsea Road, and the introduction of loading restrictions to prevent obstructive parking, will be maintained (as per the original proposal).
  • The proposed Permit Holder bays on Kennington Road and Park Road situated east of Warwick Road are now Dual Use bays, providing non-residents with parking for up to 3 hours in these locations.
  • The proposed Dual Use bay on the north side of Kennington Road will extend westwards to encompass the double Disabled Bay (identified as redundant). This will add two extra spaces to the bay, providing non-residents with parking for up to 3 hours in this location.
  • The remaining 2 proposed Permit Holder bays on the west side of Warwick Road are now proposed as Dual Use, providing non-residents with parking for up to 2 hours.
  • All the bays west of Warwick Road are now proposed as Dual Use: permit holder or 1 hour, and no return within 1 hour.
  • Effectively the zone then splits into 4 distinct restriction types:
    • Limited waiting: 1 hour and no return within 1 hour
    • Dual Use: permit holders or 3 hour and no return within 1 hour
    • Dual Use: permit holders or 2 hours and no return within 1 hour
    • Dual Use: permit holders or 1 hour and no return within 1 hour
