Planning decisions in Bath and North East Somerset are guided by national and local planning policy. Our local planning policy is made up of a series of documents which include:
- Local Plan (Core Strategy and Placemaking Plan)
- Neighbourhood Plans
We are also required to regularly review our Local Plan to ensure that it is underpinned by relevant and up to date evidence. This page outlines the details of the review and new Local Plan for the district.
We are undertaking two areas of work:
- Local Plan Partial Update (LPPU)
- New Local Plan
We are due to publish a new Local Plan in 2024. In the meantime, we are progressing with a partial update which proposes some urgent policy changes to the Core Strategy and Placemaking Plan.
The changes proposed through the LPPU are currently being examined by a Planning Inspector appointed by the Secretary of State.
New Local Plan
We are developing a new Local Plan for Bath and North East Somerset. This will include a new strategy and policies to guide and manage growth and change in our area over at least the next 15 years.
Our area is part of the West of England. This varied and prosperous sub-region is planning for significant growth of homes, jobs, and infrastructure. The West of England Combined Authority (WECA) is preparing high level plans for the area:
- Spatial Development Strategy (SDS)
- Joint Transport Plan
The SDS will provide strategic direction on how the sub region will grow and change and address key issues such as climate change, green infrastructure and nature recovery. It will also establish how much housing and employment space needs to be planned for between 2022 and 2042 across the WECA area, and specifically in B&NES.

Our Local Plan will need to be developed in parallel with the SDS, to set out in more detail where and how the new homes and jobs needed in Bath and North East Somerset will be delivered. This will include identifying and allocating new sites for development.
Consultation and working with communities on the New Local Plan will commence in 2022. You can view the timeline for our projects in our Local Development Scheme.
