Future Policy (Local Plan)

Planning decisions in Bath and North East Somerset are guided by national and local planning policy. Our local planning policy is made up of a series of documents which include:

  • Local Plan (Core Strategy and Placemaking Plan)
  • Neighbourhood Plans

We are also required to regularly review our Local Plan to ensure that it is underpinned by relevant and up to date evidence. This page outlines the details of the review and new Local Plan for the district.

We are undertaking two areas of work:

  • Local Plan Partial Update (LPPU)
  • New Local Plan

LPPU

We are due to publish a New Local Plan in 2024 (see below). In the meantime, we are progressing with a partial update (LPPU) which proposes some urgent policy changes to the Core Strategy and Placemaking Plan.

The changes proposed through the LPPU are currently being examined by a Planning Inspector appointed by the Secretary of State.

New Local Plan

We are developing a New Local Plan for Bath and North East Somerset. This will include a new strategy and policies to guide and manage growth and change in our area over at least the next 15 years. Our area is part of the West of England. This varied and prosperous sub-region is planning for significant growth of homes, jobs, and infrastructure.

Spatial Development Strategy Update

The West of England Combined Authority (WECA) was preparing high level plans for the area, known as the Spatial Development Strategy (SDS). The SDS was intended to provide the strategic planning framework for our New Local Plan. 

Following the decision of the WECA Mayor to stop all work on the West of England Combined Authority Spatial Development Strategy, the Local Plans for Bath & North East Somerset, Bristol and South Gloucestershire will now provide the strategic planning framework for the West of England Combined Authority area.  

The issue of housing need will now be addressed through individual Local Plans for each of the local councils. We will continue our longstanding history of joint working and co-operate with each other and with other key bodies on strategic, cross-boundary matters as we each prepare our Local Plans. 

The evidence base prepared so far to inform the Spatial Development Strategy will be published on the West of England Combined Authority website, and will be reviewed and used as appropriate to inform all councils' Local Plans. 

The New Local Plan for B&NES will set out where and how the new homes and jobs needed in Bath and North East Somerset will be delivered. This will include identifying and allocating new sites for development.

Consultation and working with communities on the New Local Plan will commence in 2022. You can view the timeline for our projects in our Local Development Scheme.
